David Lee Wilkins
David Lee Wilkins joined the agency May 21, 1984. He received his Certified Insurance Counselor (CIC) designation in 1987 from the Professional Insurance Agents of Virginia. David Lee serves as president of the agency, and primarily focuses his time on personal lines and commercial property and casualty insurance lines.
In his spare time, David Lee enjoys hunting, golf, and watching ACC basketball.
Shirley Moncure Wilkins
Irby’s daughter, Shirley Moncure Wilkins, CPCU (Chartered Property & Casualty Underwriter) joined the firm in 1981 after graduating from University of Richmond’s E. Claiborne Robins School of Business. Shirley handles the life & health division and is Business Manager.
Tara Martin
Agent Tara Martin is the Personal Lines Customer Service Representative in the Blackstone Office. Tara has 16 years experience in Property and Casualty Insurance. Her favorite thing about working for Moncure Insurance is taking care of her customers. She believes in providing excellent customer service and finding the best deals for her clients. Tara resides in Crewe with her husband Peter and their two boys, Tyler and Aiden.
David Irby Wilkins
David is a licensed personal lines agent, and helps with the day-to-day IT problems in the agency. A graduate of George Mason University, Dave majored in Economics. In his free time, he enjoys hunting, fishing, and mastering technology.
Sabrina Davis
Sabrina is a Blackstone local who joined our agency in 2023. She has since received her Property & Casualty License and provides various customer services to new and existing clients.
Outside of the office, Sabrina enjoys spending time with her husband, Kenny, a volunteer for the Blackstone Fire Department, and their son, Waylon.

Monica McGraw
Monica McGraw, CISR (Certified Insurance Service Representative), graduated from Longwood University in Farmville, VA and has 10 years’ experience in Property and Casualty Insurance. Prior to joining the agency in March of 2019, she worked as a Personal Lines Underwriter for nine years for Selective Insurance in Richmond, VA. Monica strives to provide excellent customer services to all of her customers. Monica lives in Crewe with her husband, Will, and daughter, Tristan. Monica enjoys spending time with family and “running the road” taking her daughter to and from her extracurricular activities.
